The Odisha solar subsidy is a two-part benefit for home owners. You get it when you install a grid-connected rooftop solar system.
First, the central government pays you through the PM Surya Ghar Muft Bijli Yojana. This scheme started in February 2024.
Second, the Odisha government adds its own money through the Odisha Akshaya Shakti Bikash Yojana. The state announced this in the February 2025 budget and set aside ₹890 crore for it.
Odisha has kept that promise. In fact, the FY 2026–27 state budget added another ₹495 crore towards the PM Surya Ghar top-up.
